To:  Honorable Mayor and City Council Members

1) Enclosed is the February report from the Fire and EMS Departments.

2) At Thursday night’s City Council meeting, Councilperson Alexander reported on a group of individuals and organizations that are meeting to discuss housing needs in our region.   Attached is an e-mail from David Dax of the United Way summarizing the issues that they are discussing.

3) This Wednesday there will be a hearing in the House of Representative’s Committee of Education and Labor’s Health, Employment, Labor and Pensions Subcommittee over H.R. 413, the Public Safety Employer-Employee Cooperation Act of 2009 which would require all State and local governments to collectively bargain with their police, fire and emergency medical personnel. If this bill passes and is signed into law, the collective bargaining will be overseen by the Federal Labor Relations Authority. I have been lead to believe that it stands a very good chance of passing. Not only will this do nothing to enhance employer-employee relations, it will increase costs to all Virginia’s localities, if nothing else, just to gear up to negotiate a labor contract. I will be trying to follow this legislation as it winds through Congress.
